Engineering New Zealand nominee Elena is a Chartered Fellow of the Institute of Directors and a seasoned professional director. She currently holds an extensive portfolio of directorships across both public and private companies, including Ara Ake Ltd, Callaghan Innovation, Ngāpuhi Asset Holding Company, Contact Energy, WorkSafe, Opuha Water Ltd, Spencer Henshaw and Citycare Ltd. She is Chair of the Energy Efficiency and Conservation Authority.
Her governance roles also include chairing on a number of government and local government reviews. She has a professional civil engineering background and has led the planning and delivery of significant national projects notably in the infrastructure and energy sector. She holds a Masters Degree in Civil Engineering from Canterbury University, is Distinguished Fellow and Past President of Engineering NZ .

Ms Megan Neill

Megan is a Wellington-based lawyer whose career has focussed on regulatory and civil commercial litigation and advice, dispute resolution, healthcare regulation, official information and privacy, and public law. Megan has worked both in private practice and in-house within regulatory authorities, returning recently to private practice and a concentration on the contractual and dispute elements of construction law.

Mr Manjit Singh Devgun
Appointed Member 1 December 2019
Manjit is a Chartered Professional Engineer and is registered as an International Professional Engineer. He has 30 years of experience in diverse engineering fields in the waters, energy and roading industry, working as a consultant as well as in local government. Manjit was on the panel of staff assessors with Engineering New Zealand (IPENZ at the time) for five years where he was involved in the assessment of many CPEng applicants. He used this experience to mentor and guide young engineers in their journey towards becoming chartered engineers. Until November 2019, he was a committee member on the Waikato Branch of Engineering New Zealand and previously a board member for Engineers Without Borders for over two years.

Dr Carron Blom

Carron has extensive experience in leading in complex contexts and working with complex ‘systems’, particularly for infrastructure. This experience is underpinned by trans-disciplinary expertise in sustainability and environmental management, experience across multiple sectors, the infrastructure lifecycle, and ‘whole of system working’. She has previously served as a Deputy Environment Commissioner of the Environment Court of New Zealand, as a Chair of the Engineering New Zealand Investigating and Disciplinary Committees, and board member of the New Zealand Water and Wastes Association (Water New Zealand).

Mr David Fennell
Appointed member – 19 June 2025
David is a chartered building services engineer with 28 years experience across all the major industry sectors and has held executive positions with several multidisciplinary consultancies in NZ and the USA. He started with design roles evolving into commissioning, project and general management, leading to his current Managing Director role for a multinational engineering consultancy.
He has been a member of Engineering NZ since being an undergraduate at the University of Auckland, as well as a Wonder project ambassador and more recently has been a practice area assessor for CPEng applications.
His governance experience includes co-founding a charitable trust, director and executive roles with several international engineering firms, and he recently completed the NZ IOD Company Directors course and chartered member assessment.

Ms Simonne Eldridge

Simonne is a Chartered Civil Engineer and Chartered Water and Environmental Manager, Fellow of Engineering New Zealand and the Institution of Civil Engineers and a Member of the Chartered Institution of Water and Environmental Management, Hong Kong Institution of Engineers and the Institute of Directors.
She has over 35 years experience in the planning, design and construction of large civil and environmental infrastructure projects across New Zealand, Australia, the Pacific, Asia, and the United Kingdom and has held technical and executive leadership roles in client, contracting and consulting organisations.
Simonne's governance experience extends to the private and public sectors, not-for-profit organisations, and education. She also has extensive regulatory experience and has provided advice to central and local governments.

Mr Mark Holland

Mark is lawyer based in Wellington. He is a construction law specialist dealing with regulatory matters, contracting and dispute resolution. Prior to practicing as lawyer, Mark worked as civil engineer in Ireland and New Zealand for 14 years, principally in three waters construction and contract administration.
